WE-LED 3.0 Program for Women’s Economic Empowerment

Introduction

This report details the activities, progress, and strategic implementations undertaken for the WE-LED 3.0 program. Maan-e-Muskan is the lead implementer of the project, focusing on developing and expanding Production cum Training Centers (PTCs) in Quetta and Nushki. The program aims to transform traditional cash transfer methods into sustainable livelihood opportunities for economically active women.

Key Objectives

Activities and Implementation

Orientation Workshop for PTCs

The rollout of WE-LED 3.0 began with an orientation workshop for the eight existing PTCs. The workshop aimed to align all centers with the program's enhanced objectives, emphasizing the need to expand their reach and impact. PTCs were encouraged to set realistic but ambitious targets for engaging beneficiaries.

Beneficiary Database and Group Formation

Key activities include developing a cleaned and verified database of beneficiaries. Training groups were formed based on existing and expected skills to ensure effective and targeted capacity building.

Skill Development Sessions

Detailed session outlines were created for various skills, including Beautician, Livestock, Poultry, Stitching, Embroidery, Cap Making, Wire Jewelry, Gotta Work, and several combined skill sets like Embroidery + Adda Work or Wire Jewelry + Crochet Work. These sessions aim to address diverse livelihood needs.

Training Materials and Leadership Development

Comprehensive training manuals and flipcharts were designed to support skill development. Champions of Change (COCs) were trained to lead targeted rollouts and ensure effective delivery of training sessions.

Logistics and Monitoring

The program focuses on effective field logistics, including onboarding trainers and managing resources. Real-time monitoring, structured feedback loops, and storytelling are integrated to maintain quality and inclusivity throughout the program.

Progress Reporting and Evaluation

Structured monthly progress reports are produced to track advancements. Continuous evaluation ensures that the program remains adaptive and impactful, fostering sustainable growth among beneficiaries.

Program Progress

By April, the WE-LED 3.0 program had engaged 2,500 women from Quetta and Nushki in foundational and enterprise training. Attendance remained high across 23 PTCs, including 8 main and 15 mini centers. Three training cycles were completed, disbursements were made to verified participants, and 144 Champions of Change, teachers, and trainers facilitated 45 sessions between March and early May 2025.

Economic Impact

WE-LED 3.0 has delivered measurable improvements in economic resilience, with participants reporting increased incomes and food security. Women are now tracking finances, planning business growth, and using newly acquired skills to diversify their income sources, promoting long-term stability.

Participant Engagement

The program involved 2,500 women, ensuring high attendance through structured training cycles. Champions of Change and trainers created a supportive environment that kept participants motivated. This approach encouraged active engagement in learning and skill-building, fostering confidence among beneficiaries.

Role of PTCs

The 23 PTCs have become key hubs for sustainable livelihood development, offering accessible training and collaboration opportunities. These centers, supported by trainers and Champions of Change, ensure the delivery of high-quality sessions and play a pivotal role in sustaining the program’s long-term impact.
